Building Energy-Efficient Homes Across Alaska: An Investment in Our Future

Housing conversations are trending nationwide but in Alaska, the discussions carry unique urgency. Availability and affordability are top of mind for prospective homeowners and for communities facing aging infrastructure, extreme weather and surging energy costs. Building new, energy-efficient homes is not simply a construction goal; it’s an economic and

quality-of-life priority.


Recognizing the need for energy-efficient homes, Governor Mike Dunleavy and the Alaska State Legislature took decisive action by allocating $7 million from the 2025 Capital Budget to a New Home Construction Rebate to be administered by Alaska Housing Finance Corporation. This investment is designed to increase housing inventory while ensuring new homes meet efficiency standards that will benefit Alaskans for decades.


Why Energy Efficiency Matters

Few places experience energy demands like Alaska. Long winters, remote communities and high utility costs mean that inefficient housing creates a heavy financial burden. Energy-efficient homes are economically savvy. Reduced heating costs, improved indoor air quality and durability against harsh conditions translate into measurable savings and healthier living. By tying rebates to a minimum 5-Star Plus energy rating, the rebate ensures new construction prioritizes insulation quality, efficient appliances and heating systems, and advanced building techniques.


Expanding Supply, Raising Standards

The rebate has the potential to support construction of 650 homes statewide. Eligible participants receive a $10,000 rebate upon completion and submission of required documentation, offsetting construction costs.


The impact of similar initiatives is already proven. Between 2008 and 2016, AHFC administered a rebate resulting in more than 3,600 energy-efficient homes. Renewed funding builds upon that success, reinforcing that financial incentives paired with efficiency standards can create meaningful change.


Addressing Aging Infrastructure and Community Needs


In Anchorage, more than half of the housing stock was built in the 1970s and 1980s. In smaller communities, many homes are older, with some facing severe deterioration. High construction costs, limited land availability and supply-chain challenges compound the problem.


Energy-efficient construction is a practical solution. It increases housing, replacing outdated structures with homes built to withstand Alaska’s climate. Homes designed with modern materials and technology can reduce maintenance costs, increase property values and create safer living conditions.


“This rebate targets the undersupply of new homes throughout Alaska and is a significant step toward jumpstarting new construction statewide,” said Bryan Butcher, AHFC CEO/executive director. “This is an opportunity to upgrade new inventory with innovative designs, while increasing the availability of more energy-efficient homes.”


A Streamlined, Accessible Process

The rebate is designed to be straightforward and user-friendly. Homes with foundations completed on or after Jan. 2, 2025 are eligible. Applicants must submit an online application demonstrating intent to build to a 5-Star Plus energy rating or higher. Once preliminarily approved, they have 18 months to complete construction. There are no income qualifications to participate. Apply at alaskahousingenergy.us.


Eligibility requirements ensure the program benefits Alaskans directly. The property must be a single-family home or up to a fourplex. The homeowner must occupy the home or one of the units as their primary residence. While participants will receive a 1099-G tax form, we recommend consulting a tax professional.

Energy-efficient housing is an investment that pays dividends. It reduces monthly expenses for families and supports the local economy. In a state with demanding climate conditions and high energy costs, efficiency is not a luxury; it’s a necessity.


By promoting modern building standards and providing incentives, Alaska is positioning itself to meet housing challenges with forward-thinking solutions. Each new home is more than a structure; it’s a commitment to affordability, sustainability and the well-being of Alaskans.
